I have some mods enabled but they are from some time ago. In steam, do the following: in the top drop down menus go to "View" then click "Settings". The settings window will open, there click the tab "Downloads". At the bottom you should have a checkbox named "Allow downloads during gameplay" which needs to be checked for ark (and other games) to be able to download mods e.t.c. while the game is running.

Perhaps some of you have the same cause? I was able to find a workaround, but I don't have a permanent fix. I have a standard user account with UAC enabled. Even though the game is launched from ark subscribed mods not downloading my account, some settings are pulled from the Admin account and some are pulled from mine.
It's poor coding in the game for sure but perhaps not in Steam. Solution: 1. Log on to Windows using the account with which Steam ark subscribed mods not downloading installed. Note: If you were logged on with your user account and asked for an Administrator password when you installed Steam then Steam probably installed as the Administrator account.
As in my case. Launch Civ5 and install the Mods as normal 3. Exit Civ5 4. Log off from this account 5. Log on with your account 6. It still saw I had them subscribed, and says that it is installing the mods in the bottom right corner, but it never actually installs them. On the settings screen it says it is waiting for Steam to start mod download. I decided to try unsubscribing from the mods, deleting the files, and resubscribing. If you want to re-download mods, you will have to unsubscribe and resubscribe to them for it to re-queue the download. Just deleting the mod folders will not prompt .
